Toning certain areas of the body is impossible: Is this true?

In one of my previous health and fitness related questions, I asked how to make sure that while I diet and exercise I will lose weight evenly from all parts of my body. One of the responders claimed that this was impossible, and said that it had been proven.

Their response was otherwise helpful and informative, but this I wanted to check. Is it true that it’s impossible to concentrate on certain body parts for fat loss? If there is proof, where can I find it?

    Lose weight, Lose Fat

    if you lose fat then you will lose it all over your body.
    after you lose all of the fat thenn you will be see the work that you put into toning.

    Of course you can’t spot reduce from specific parts in your body but you can strengthen and firm up the muscles in specific parts.
